準許與禁止

網上某論壇看見有如是說. 看來準確性極高.
兩岸四地:-

香港: 一切准許，除非法律禁止
台灣: 一切准許，包括法律禁止
大陸: 一切禁止，包括法律准許
新加坡: 一切禁止，除非法律准許
